I. Mission, vision and core values    
1. Mission
Thuongmai University is a public autonomous multi-major training university with strengths and prestige in undergraduate and post-graduate training; knowledge, science-technology research and transfer in contemporary economic and trade fields which meet the demand of industrialization, modernization and international integration.
2. Vision to 2040
Developing Thuongmai University under the model of “Autonomous and self-responsible university” with quality resources and core values to become:
- A high quality training institution for bachelor, master and doctorate degrees with advanced training programs; lecturers with high academic and pedagogical proficiency; 
- A research center with domestic and international cooperation; prestigious knowledge and technology transfer point in modern economic and trade fields of the country and in the world; 
- A successful practitioner of the advanced university management model with up-to-date information technology and management, which applies the corporate culture, stresses such values as tradition, responsibility and innovation and takes the learner’s satisfaction on training quality and values, the University employee loyalty as top priorities; 
- A university with firm status and strong brand based on the quality of training and research; high prestige and friendly image to partners and the social community;
- A university which is accredited and recognized as one of the leading universities in terms of comprehensive quality in the accreditation and rankings of universities in Viet Nam, in line with international accreditation standards.
3. Core values: Tradition, Responsibility and Innovation 
- Tradition: Democracy, solidarity, humanity, cooperation, sharing, self-reliance, maintenance and constant improvement of comprehensive quality of University activities; 
- Responsibility: Compliance to State laws and regulations; Provision of training programs and courses of all levels that assures training quality and satisfy the needs of learners and employers; Information disclosure and equal treatment to learners, lecturers and employees; Attention to the improvement of physical and mental well-being of lecturers and employees; Active participation in social activities with practical contribution; Disclosure of University activities to the stakeholders.
- Innovation: Constant innovation and creativity in management, teaching – learning, research and development of relationships and other activities adaptable to changes; coordination of individual creativity and collective knowledge; assurance of flexibility and performance of University 
II. Goals of development by 2030
1. General goals:
- Perfecting the organizational structure and operations towards renovation of university management and implementation of autonomy and self-responsibility.
- Training high quality human resources to meet the regional and international standards, and best satisfy the increasing demand of the society; developing new training majors/ programs in association with the development of the digital economy; accelerating the renovation of training content, programs and models in line with the fourth Industrial Revolution.
- Maintaining and expanding training scale on condition that training programs are developed in accordance with the changing demand of the labor market; assuring the compatibility among social demand for training majors and competence and constant improvement of training quality at the University.
- Perfecting the higher education quality assurance and disclosing the accreditation results.
- Improving research capacity of lecturers; focusing on some strategic and nationally-recognized research fields; associating scientific research with training quality improvement.
- Maintaining and strengthening the relationship with traditional international partners, developing training cooperation projects with prestigious and high ranking international higher education institutions.
- Developing the cooperation with national and international training institutions, expanding the international collaboration in research, exchanges for students, lecturers, researchers and attracting foreign students to the University. 
- Developing the force of lecturers, education management officers and service staff under the regulated standards.
- Developing the up-to-date facilities, library, and information technology system to meet the demands for training, research and other activities of the University.
- Expanding and diversifying financial resources, utilizing financial resources to improve the quality of training and research; implementing sustainable financial autonomy mechanism.
2. Specific objectives by 2030:
2.1. Objectives of activity development:
2.1.1. Objectives of training:
- Developing training programs – an instrument of trade integration and modernization, meeting social demands
- Developing foreign training programs, delivering in English.
- Undergraduate enrollment: 3800-4500 students per year.
- Post-graduate enrollment: Master degree: 700-1000 students per year; Doctorate degree: 50-100 candidates per year.
- Accrediting undergraduate training programs: Number of AUN-QA qualified programs: 2-3.
- Accrediting post-graduate training programs: Number of standardized programs: 1 – 2.
2.1.2. Objectives of scientific research:
- Improving research competence of teaching staff.
- Developing some nationally strategic research fields.
- Associating research activities with training quality improvement.
2.1.3. Objectives of external affairs and international cooperation:
- Enrolling for international cooperation training programs: Bachelor degree: 900-1.000 students per year; Master degree: 18-25 students per year.
- Developing international cooperation projects: Number of projects in the period: 3 – 5.
- Strengthening international collaboration in scientific research: Number of international conferences: 2-3 per year; Number of seminars and workshops with foreign experts: 8-10 per year.
- Attracting and exchanging international students: Number of exchange students: 60-80 per year; Number of international student exchange programs: 5-8 per year.
- Internationalizing lecturers: Number of foreign lecturers: 70-80 per year.
2.2. Objectives of resource development: 
2.2.1. Objectives of organization and human resources: 
- Perfecting efficient organizational structure with the management and operation towards university management renovation and implementation of autonomy and self-responsibility.
- Assuring the force of lecturers sufficient in quantity, standardized in qualification as regulated for each title; developing highly-qualified lecturers with competence in teaching and researching.
- Assuring the force of officers and staff sufficient in quantity, standardized in qualification as regulated for each title with appropriate ratio between officers, staff and lecturers.
2.2.2. Objectives of facilities: 
- Completing the project “Building multi-function library and lecture center”
- Implementing the project “Multi-function lecture building – Thuongmai University”
- Implementing the project “Building physical education area and student cafeteria”
- Repairing the student dormitory in Ha Nam Campus
- Implementing the project “Upgrading working area, lecture halls and library in Ha Nam Campus”
- Implementing the project “Procuring and installing library interior equipment”
- Implementing the project “Procuring and installing equipment for classrooms and multi-media rooms in the multi-function library and lecture center”
- Implementing the project “Procuring and installing library equipment in the multi-function library and lecture center”
- Implementing the project “Procuring and installing equipment for the multi-function lecture building – Thuongmai University”
- Enhancing capacity of practice rooms 
- Purchasing, replacing, and maintaining equipment per year 
- Perfecting management software system
- Completing network system and servers 
- Expanding library area 
- Furnishing the library 
- Developing information resources 
- Connecting and sharing database with national and international libraries
- Applying standards of operations and work sessions
2.2.3. Financial objectives:
- Developing and diversifying revenues towards relevant revenue structure
- Allocating and using financial resources efficiently between regular expenses (expenses for labour, operations, research and services, etc.) and development investment.
- Investing in the improvement of workforce and average facility development from the investment and development fund.
